The changes taking place on New Jersey’s Hudson River waterfront offer the promise of better public access as well as new commercial and residential development. The Palisades Conservation Plan, developed by Regional Plan Association in cooperation with The Trust for Public Land, is intended to be the guiding document for one of the issues raised by these changes: the conservation of the Lower Palisades Cliffs and Castle Point. This plan offers a framework for private developers, municipal and state officials, and residents of Hudson and Bergen counties, who must make important decisions about the use of the Palisades.
