RPA is pleased to announce the addition of six new members to its Board of Directors, who were elected to the 104-year-old organization at its June meeting. The leaders bring many years of expertise in the fields of real estate, infrastructure, and community development. They will join an esteemed group of professionals that help support RPA’s operations, set its strategic vision and reach its policy goals.
David Cibrian
Managing Partner & Co-Founder, American Triple I

David is the Managing Partner, Co-Founder, and an Investment Committee member of American Triple I and is responsible for all phases of the firm’s development since its inception. Today, David directs ATI’s strategy and investment decisions as well as the firm’s expansion. David was formerly a Managing Director with Brevet Capital, a New York City-based investment firm founded in 1998. Among other responsibilities, David headed Brevet’s firm-wide Government Financing Programs. He was also a Senior Advisor to Civitas Capital Group, an alternative investment firm. He is experienced in various facets of fund management, including originations, underwriting/structuring, and asset management. David has served in a variety of roles during his career as an investor, advisor, and operator. He was formerly a CPA with Ernst & Young, Los Angeles and was a practicing international and corporate attorney for 25 years, including his experience in public finance at O’Melveny & Myers, Los Angeles. David formerly served on the board of a start-up developer of natural gas storage facilities outside of the United States and the board of a development stage medical device company.
Margaret Crotty
Executive in Residence, Columbia University’s School of Public Health; Chair, Northwell Health

Margaret Crotty is a seasoned public health CEO, Executive in Residence at Columbia University’s School of Public Health, and the Chair of Northwell Health, New York’s largest health system and largest private employer. Most recently, she served as president and CEO of JSI, a global non-governmental organization that partners with governments on large-scale public health, supply chain, and health information system projects in over 40 countries. In the United States, JSI consults on pressing health and public health issues to improve quality and access. She also chaired the Board of the Partnership for Supply Chain Management, which contracts with governments and humanitarian organizations on global procurement and logistics for health commodities, pharmaceuticals, and medical equipment. Previously, Ms. Crotty served as the CEO of Partnership with Children, a major provider of community health, school-based mental health and arts therapy programs in New York. Earlier in her career, Ms. Crotty launched and led Save the Children’s flagship $2 billion child survival campaign; served as CEO of AFS-USA Intercultural Programs; and held roles at EF Education and McKinsey & Company in Jakarta, Shanghai, Hong Kong and Paris. She serves as a trustee of several health and education organizations, including the Open Medical Institute, ACCESS Health International, CUNY School of Public Health, and SeaChange Capital Partners; and a member of the Council of Foreign Relations. Ms. Crotty holds an MBA from Harvard Business School, an MPH from Columbia University, and a BA from Princeton University.
Ryan Dalton
Managing Director, Head of State & Local Government Affairs, Siemens

Ryan Dalton is Managing Director and Head of State and Local Government Affairs at Siemens, where he leads advocacy and policy strategy across the company’s infrastructure, energy, rail, building modernization, artificial intelligence, and data center portfolios. Previously, as Siemens’ Head of External Affairs for the Northeast, he led the company’s government engagement across the tri-state region, working with state and local policymakers on transportation, energy, and economic development priorities — including the Javits Center modernization project.
Before joining Siemens, Ryan spent more than a decade in New York state government, serving as Deputy Director and Senior Advisor for Federal Affairs in the Office of the Governor. There, he helped secure the $50 billion Hurricane Sandy recovery appropriation, advanced the Gateway rail tunnel project, built a multi-state coalition to protect the SALT deduction, and led efforts that safeguarded health coverage for more than two million New Yorkers. A Fordham University graduate, Ryan’s appreciation for regional planning and infrastructure was shaped by those years of public service in New York
Alexandra Daum
Associate Vice President for New Haven Partnerships and Development, Yale University

Alexandra Daum serves as Yale University’s Associate Vice President for New Haven Partnerships and Development. In this role, she oversees Yale’s on-campus housing and commercial real estate portfolio including the University’s retail and restaurant tenants. She also manages Yale’s relationship with the City of New Haven in order to foster local economic development, strengthen neighborhoods and support New Haven public schools. Prior to Yale, Alexandra served as the Commissioner and Deputy Commissioner for Economic Development for Governor Ned Lamont. In these roles, she drove public investment in economic development projects across Connecticut, including real estate developments, public-private partnerships and urban revitalization efforts. Alexandra earned a bachelor’s degree from Harvard College and an MBA from Harvard Business School. Alexandra lives in downtown New Haven with her husband Alex Kleiner ’08 and two children.
Parth Doshi
Managing Director and Partner, Boston Consulting Group

Parth Doshi is a Managing Director and Partner in the New York office of Boston Consulting Group (BCG), where he leads the firm’s infrastructure and transportation work with public sector clients across North America. He serves on both BCG’s Public Sector and Travel, Cities, and Infrastructure (TCI) Leadership Teams for the region.
Over nearly 15 years at BCG, Parth has developed deep expertise helping transportation agencies and authorities address their most complex operational and strategic challenges. He has guided transit agencies through fiscal turnarounds — driving hundreds of millions in operating efficiencies — and modernized how they approach maintenance and fare collection. He has also helped large infrastructure authorities prepare for the future, navigating the climate transition as well as workforce pressures around recruiting and retention. He regularly publishes perspectives on the future of transportation, infrastructure resilience, and public sector transformation.
Parth is passionate about RPA’s mission to make the New York metropolitan region more equitable, sustainable, and prosperous, and looks forward to bringing his infrastructure and transportation expertise to that work. A longtime resident of the tri-state area, he lived in Connecticut before settling in Chelsea, where he resides with his wife and daughter.
His perspective is shaped by work across some of the world’s most dynamic metropolitan regions — nearly ten years across Chicago, Singapore, and London — giving him a firsthand view of how great cities tackle growth, mobility, and resilience.
He holds dual degrees from the University of Pennsylvania through the Jerome Fisher Program in Management & Technology.
Sally Librera
President, National Grid New York

As President of National Grid’s New York business, Sally heads one of the largest energy companies in the United States. She leads a team of 11,000 customer-focused employees who deliver electricity and natural gas to 4.2 million residents and businesses across Upstate New York, New York City, and Long Island. Sally oversees an extensive capital program upgrading and expanding critical energy infrastructure, modernizing the grid, and powering sustainable, affordable energy.
Prior to joining National Grid, Sally held multiple executive posts in the public and private sectors focused on large scale operations and capital delivery. She led AECOM’s North American Rail Infrastructure business and served as Senior Vice President for Subways at MTANYC Transit, leading the largest urban rail operation in North America.
Sally earned her bachelor’s degree in Industrial and Labor Relations from Cornell University and two master’s degrees from the University of California, Berkeley: one in Civil Engineering and the other in City and Regional Planning.
