NEW YORK, NY — JULY 1, 2025 — In support of the Metropolitan Transportation Authority’s lawsuit to defend New York’s first-in-the-nation congestion pricing tolling program, Regional Plan Association (RPA) today filed an amicus curiae brief. Today’s filing is one of the few times in over 100 years that RPA weighs into legal proceedings to highlight the benefits and appropriateness of the program currently facing its latest challenge from the Trump administration.

“Congestion pricing is a meticulously studied, globally proven program that is enshrined in New York State law. It is already delivering real-time benefits to New Yorkers. In just the first three months since the program’s implementation, the primary benefit of the program is region-wide traffic reduction, with 25% reduction in Manhattan and marked reductions in the Bronx and in five communities in Bergen County. Since its launch on January 5, over 10 million fewer vehicles have entered the congestion relief zone.
RPA has promoted options to reduce traffic in Manhattan’s Central Business District since the 1940s and consistently documented the importance of the transit system in regional livability and economic competitiveness. Today’s filing represents yet another step RPA has taken to defend this widely successful program from repeated legal challenges. As it has with all other challenges, we remain optimistic the program will survive this challenge as well.”
