Regional Plan Association (RPA) announced two additions to its senior team today, as the organization continues its ambitious work to improve housing, transportation, and climate change adaptation efforts in the tri-state region ahead of major changes in the region’s political landscape this summer and fall.
Tiffany-Ann Taylor is joining RPA as Vice President for Transportation and will lead RPA’s transportation research and policy program. Zoe Baldwin is joining as New Jersey Director to lead research, planning and advocacy activities in the Garden State to engage stakeholders and build support for RPA programs.

Tiffany joins RPA from the New York City Department of Transportation, where she served as Deputy Director of Freight Programs, Education and Research for the Freight Mobility unit. She previously worked on transformative projects to improve transportation throughout New York City at the New York City Economic Development Corporation. Tiffany has also worked in suburban and regional planning for Suffolk County Government on Long Island, New York where her primary projects were centered on transportation, open space and economic development. Tiffany is a First-Generation American; a founder of the Hindsight Conference on urban planning through the equity lens; and the President of the New York Metro Chapter of the American Planning Association. She holds a B.A in Government from The College of William & Mary and a M.S in City & Regional Planning from Pratt Institute. She is an alum of the Coro Leadership New York Program, the Urban Design Forum’s Forefront Fellowship Program, the NYU Rudin Center Emerging Leaders in Transportation Fellowship program and is a former mentor of Transit Center’s Women Changing Transportation Mentorship program.
Zoe Baldwin, New Jersey Director
Zoe Baldwin brings vast experience in planning and infrastructure and will lead RPA’s research, planning, and advocacy activities in New Jersey. Most recently, she served as Director of Government Affairs for the NJ Utility & Transportation Contractors Association, where she developed and promoted legislative and regulatory policies. Previously, she served in the policy staff for two United States Senators - as Projects Director for Senator Cory Booker and as Senior Transportation and Environment Specialist for Senator Frank Lautenberg. Zoe got her start in infrastructure policy as the New Jersey Director for the Tri-State Transportation Campaign and began her career as the Legislative Director for State Senator Loretta Weinberg. She graduated Magna Cum Laude with a Bachelors in Political Science and Government from Ramapo College of New Jersey.

In my view she’s a perfect addition to the senior team at RPA.”
