Regional Plan Association fully supports the implementation of congestion pricing to help reduce congestion, reduce harmful emissions and to generate revenue to support improvements in public transportation. While much of the attention of the program has been placed on the localized impact of the congestion zone, it is important to highlight systemwide improvements that have recently been made to MTA’s infrastructure. These enhancements are not only critical to supporting the effectiveness of the congestion pricing program, but to the overall vitality of the system, regional mobility and negating adverse impacts from climate change. Congestion pricing will be instrumental in providing sustainable funding for the MTA projects listed below.

- Elevator replacement or updates at 34 St-Herald Sq (B/D/F/M/N/Q/R/W); 34 St-Penn Station (1/2/3); Grand Central 42-St (4/5/6)
- Modernization of 34 St - Penn Station on the 1/2/3/A/C/E lines, with work on new 7 Av entrance completed in 2020, concourse project leading to 8 Av underway
- Improved passenger circulation at Grand Central-42 St (4/5/6/7) station – eight escalators being replaced, stairs being widened

- 40% increase in LIRR service once Grand Central Madison and LIRR Third Track projects are completed later this year
- A new terminal with direct access to the East Side of Manhattan in Grand Central Madison, opening by the end of the year
- More reliable service on the (E/F/M/R) through the Queens Boulevard East and West signal modernization projects
- Circulation improvements to reduce crowding at Flushing-Main St (7) station
- New elevators to make Murray Hill station wheelchair accessible

- New substations at Clifton, New Dorp and Tottenville for better rail service

- Relocation of Staten Island Railway maintenance shop and headquarters to a new state of the art, storm-resilient Clifton Shop

- More express and local bus service, and transition to a zero-emissions bus fleet – transitioning to a complete zero-emissions fleet by 2040
- More than 1,500 busses scheduled for purchase, include nearly 500 electric and more than 100 express busses
- Improve reliability and reduce delays on the SI Railway by fixing tracks and signals at the Tottenville interlocking

- 40% increase in service once Grand Central Madison and LIRR Third Track projects are completed later this year

- Platform replacements and technology upgrades at many stations, including station rebuilds as part of LIRR Third Track project and the new Elmont station scheduled for full completion in October 2022
- A new electric train storage yard on the Main Line in central Suffolk County, completed in November 2020

- Completion of the Station Improvement Initiative, including major renovations at White Plains, Harlem-125 St, Crestwood, Port Chester and Riverdale stations.

- Work underway on the Penn Station Access project to take the New Haven line directly into Penn Station, add four new stations in the Bronx, and create more capacity in Grand Central Terminal
