Join Regional Plan Association and other panelists to discuss our latest report, “Homes on Track: Connecticut — Part Two: Building Thriving Communities Around Transit.” Moderated by RPA CT Director Pete Harrison and Pro-Homes CT Policy Director Phoebe Allen, this conversation follows significant progress and policy changes supporting transit-oriented communities (TOCs) in Connecticut.
With the adoption of the landmark Work Live Ride state legislation last year (Public Act 25-1 Sec. 11) and continued local support through the Connecticut Municipal Development Authority (CMDA), the state has been moving from individual pilots towards a comprehensive statewide framework. The new framework consists of opt-in programs that connect housing growth, affordability, and transit access. Towns that support TOCs and adopt new districts will have priority for state funding and support.
The second part of“Homes on Track: Connecticut” builds on this momentum by presenting a constructive analytical framework to identify the potential of commuter rail and bus rapid transit areas to support TOCs across the state. The report classifies and visualizes the many aspects of built form and transportation interactions along the state’s rail and bus rapid transit network and estimates relative opportunity levels by location. The scoring system is intended to inform the scope of planning efforts, the allocation of infrastructure-related funding, and the development of programs to facilitate more TOCs statewide.
