This report reviews the growth of the highways available for all types of traffic, showing how the parkway system fits into and supplements the general pattern.
A special section is devoted to expressways, including a proposed regional system of such routes, part of which would be open to general traffic and part of which would continue to be restricted to light passenger vehicles. A program for the future, particularly as part of a post-war public works program, is presented.
