Thus, a crucial question arises - How can New York City develop a comprehensive and proactive strategy to facilitate equitable managed retreat from floodplains in response to coastal flooding and sea level rise?
The solution lies in integrating managed retreat into long-term development strategies through community-led planning for an effective and equitable outcome. Amongst the various climate hazards, this study particularly focuses on coastal flooding and sea level rise impacts in New York City.
The proactive measures proposed in this project; managed retreat via TOD as a comprehensive strategy; will support creation of receiving communities and thus relocation efforts. This study provides a guideline that can be applied to other TOD opportunities and later in the report will explain how these can be used to support managed retreat efforts given the lack of a single managed retreat framework at present. The purpose is to initiate constructive dialogue within communities, elucidating the consequences of living in the floodplains and highlighting the advantages of the proposed approach. Managed retreat and TOD represent intricate strategies necessitating collaboration among diverse stakeholders, financial resources, and notably, ample time for strategic planning and execution. Given the looming threat posed by climate change, it is crucial that we act decisively now to prioritize proactive measures and make a meaningful difference in time to protect our communities.
