Caroline N. Decker joined WSP in July 2021. As National Rail Business Director, Caroline is leading and coordinating WSP’s intercity passenger rail and corridor development market strategy across the United States.
Prior to WSP, she spent 15 years at Amtrak most recently as Vice President of Amtrak’s Northeast Corridor (NEC) Service Line. At Amtrak, Caroline successfully coordinated readiness planning for the opening of the new Moynihan Train Hall. She also led a multidisciplinary team preparing for the launch of the new Acela trainsets being assembled by Alstom in Hornell, New York. Caroline previously served as Amtrak’s Vice President of Corporate Communications and Government Affairs where she secured key legislation and annual funding increases for state-of-good-repair work on the NEC. She also led the successful Penn Station Infrastructure Renewal communications and outreach activities during the summer of 2017.
A recipient of Railway Age magazine’s “Women in Rail” award in 2017 and the 2019 Woman of the Year by the Women’s Transportation Seminar, DC Chapter, she is the founding member of Notch 8 – Women of Amtrak, Amtrak’s first company-wide women’s affinity group.
Caroline graduated with a bachelor’s degree in political science from Arizona State University and a master’s degree in business administration from Georgetown University’s McDonough School of Business. Caroline lives in Washington, DC with her husband Jon, and in their spare time they enjoy tennis-themed travel to sunny and warm destinations.
