Because responsibility for planning the quality of the same waters has been vested in several public agencies, U.S. EPA Region II commissioned a survey of those responsible for the planning about ways to coordinate their work. EPA then asked Regional Plan Association to arrange a meeting of the interested agencies. At the meeting, participants were grouped in four discussion groups to assure full opportunity for everyone to speak. They all addressed the same questions (Appendix 1). After the roundtables, everyone met in plenary session to discuss their differences. The meeting minutes are in Section A, below. In Section B, Regional Plan draws some conclusions from the meeting and recommends a program.
