To provide the answers sought, we have studied past trends affecting the development of the region. After making certain judgments about the future course of these trends, we have forecast the population and employment of the region and its component parts at five-year intervals up to the year 1975, and we have conducted research on the pattern of daily travel between home and work.
A number of general developmental factors and considerations underlie our answers to the questions treated in the succeeding Parts. These will now be discussed.
