Regional Plan Association’s report, The Potential of Paterson, raises a number of issues. One of the most important deals with the development of parks and open space. If Paterson is to become a metropolitan center it will require more parkland and more cultural facilities than it presently possesses. Paterson has the basis for building these facilities in and around the area currently designated as the Great Falls/SUM Historic District. The District encompasses the Great Falls of the Passaic River and the only substantial collection of historic industrial structures remaining in the United States. Within walking distance of the District are two City parks whose total area is fifty-seven acres. Integration of the open space with the Historic District will produce the basis for building the type and number of park and cultural facilities required by a metropolitan center.
