RPA is pleased to announce the addition of seven new members to its Board of Directors, who were elected to the 102-year-old organization at its November meeting. The leaders bring many years of expertise in the fields of real estate, infrastructure, and community development. They will join an esteemed group of professionals that help support RPA’s operations, set its strategic vision and reach its policy goals.
Richard Constable
Executive Vice President, Global Head of Government Affairs and Social Impact, Madison Square Garden Entertainment Corp.

Rich Constable is Executive Vice President and Global Head of Government Affairs and Social Impact for Sphere Entertainment Co., which includes Sphere, a next-generation entertainment medium. Rich helps to drive expansion of Sphere – the first Sphere venue opened in Las Vegas in 2023, and a second Sphere was recently announced for Abu Dhabi.
Rich also serves as MSG Entertainment’s chief strategist overseeing legislative, community, and social impact initiatives across the Company’s portfolio, which includes renowned venues in New York and Chicago: Madison Square Garden arena, Radio City Music Hall, The Beacon Theatre, and The Chicago Theatre.
Finally, Rich’s purview includes leading governmental and social impact matters for Madison Square Garden Sports Corp., which features the New York Knicks (NBA) and New York Rangers (NHL) professional sports franchises.
Rich joined MSG in 2018 following a multi-faceted career that has spanned the corporate, governmental, and legal communities. Earlier in his career, Rich was a senior executive at the Wyndham Worldwide Corporation. He has also held several high-profile positions in government, including serving as Commissioner of the New Jersey Department of Community Affairs. Prior to service in state government, Rich was a federal prosecutor. Rich received a BA from the University of Michigan, and his JD and Master of Public Administration from the University of Pennsylvania.
Kevin Corbett
Former CEO & President, NJ Transit

Appointed by Gov. Phil Murphy in 2018, Corbett led efforts to modernize and enhance New Jersey’s mass transit system. Notable achievements during Corbett’s tenure include the implementation of Positive Train Control systems, initiating the replacement project of the century-old Portal Bridge over the Hackensack River, the introduction of NJ Transit’s first-ever electric buses, the restoration of the ranks of New Jersey’s locomotive engineers and bus operators, the creation of NJ Transit’s first-ever 5 Year Capital Plan, and winning recognition by the American Public Transportation Association as “Outstanding Public Transportation System” with 50 million or more annual passenger trips in 2023. Corbett announced his resignation from NJ Transit on December 9, effective January 15, 2025.
Previously, Corbett held leadership roles at infrastructure consulting firm AECOM, overseeing major projects including Moynihan Station Phase One, the Second Avenue Subway–Phase One and Amtrak’s Gateway Program. He also led global marine and freight operations at DMJM+Harris and other AECOM subsidiaries.
Corbett’s involvement in the transportation field includes having served on the Executive Committee of the Regional Plan Association and Co-chair of its Transportation Committee and as President of the Maritime Association of the Port of New York-New Jersey. He also currently serves as the US representative to the Executive Board of the International Association of Public Transit. Corbett is a Georgetown University graduate and former Fellow at Princeton University’s Woodrow Wilson School. He also serves as a Blue and Gold Officer for the U.S. Naval Academy.
Josh Gold
Senior Director, Public Policy and Communications, Uber

Josh Gold is a seasoned public affairs strategist with a deep background in labor, government, and transportation policy. Currently serving as Senior Director of Public Policy and Communications at Uber, he leads regulatory strategy, stakeholder engagement, and policy initiatives across New York and beyond. In this capacity, he has steered Uber through several pivotal regulatory battles and policy initiatives throughout the US.
Gold began his career in the labor movement, working at 1199 SEIU to expand access to healthcare and later leading politics & communications for the New York Hotel and Motel Trades Council (HTC). At HTC, Gold managed a department that oversaw the Union’s lauded political and field programs and was the union’s chief lobbyist playing a pivotal role in legalizing casino gaming in New York, major rezonings and development projects. He helped lead major political initiatives, most notably leading Bill de Blasio’s successful campaign for universal Pre-K expansion, which provided free full-day pre-kindergarten to tens of thousands of NYC children.
Since joining Uber in 2015, Gold has spearheaded key policy victories, including the statewide legalization of ride-hailing in New York, negotiating partnerships with the taxi industry, and advocating for New York City’s congestion pricing plan to improve transit and reduce gridlock. Josh Gold’s unique background in labor unions, city government, and tech innovation has made him a driving force in policy circles. Gold resides in Carroll Gardens with his wife Cortney and two sons.
Tom Kennedy
Principal, Americas Aviation Leader, Arup

Tom Kennedy is a Principal in Arup’s New York office with over 33 years of experience and is currently the Americas Region Aviation Leader. His portfolio includes a wide range of engineering and site development projects worldwide. He has worked on transportation and development projects while on long term assignments in UK, Russia, Singapore, Qatar, Poland, and North America. Having worked on a variety of airport projects, Tom has experience with all aspects from planning through to construction and operations. His main areas of excellence is in airside and landside civil engineering, as well as utility and roadways work. He has been pivotal in supporting the Port Authority of New York and New Jersey at their network of facilities as well as working closely with JFK T4-IAT and Delta Airlines for their redevelopment program. He served as the program design manager for JetBlue’s Terminal 5 at JFK and was involved in the project from the initial planning stages through to commissioning and the terminal’s opening and activation.
Patricia Ornst
Managing Director, State and Local Government Affairs, Delta

Based in New York, Patty Ornst is responsible for state and local issues for New York and the northeast region, as well Kentucky. Prior to joining Delta, Patty was a director of state and local government affairs for the Northeast region at American Airlines. She also served as vice president, aviation, for the New York City Economic Development Corporation, where she led aviation strategy for New York City under Mayor Michael Bloomberg’s administration. Earlier in her career, she spent nearly seven years at Airports Council International – North America as director of legislative affairs.
Dani Simons
Vice President, Communications and Public Affairs, Americas, Alstom

Dani Simons currently serves as Alstom’s Vice President of Communications and Public Affairs, Americas. Alstom is a global leader in rail mobility solutions. Based out of the company’s New York office, she is overseeing all aspects of communication and public affairs work across the United States, Canada and Latin America.
Prior to joining Alstom, Simons was most recently Director of the Office of Public Affairs and Assistant to the Secretary of the U.S. Department of Transportation. Simons has also served as Director of Strategic Communications for NYCDOT under Commissioner Janette Sadik-Khan; was part of the launch team for Citi Bike, and then Head of Communications for its parent company, Motivate; was the Global Head of Public Partnerships at Waze; and held the position of Vice President of Communications at Regional Plan Association during the creation and release of the Fourth Regional Plan.
She has a Masters of Environmental Science from the Yale School of Forestry and the Environment. She lives in Brooklyn with her wife and two kids and is currently resisting pleas to add a dog.
Theodore “Theo” Spencer

Theo Spencer is a strategic advisor for environmental organizations and donors on policy issues and advocacy campaigns.
Until recently, he was a Senior Policy Advocate at the Natural Resource Defense Council, where he worked for 18 years. Theo has worked on a wide variety of climate, land, and water issues, including state, regional, and federal vehicle and power plant emissions standards, efforts to overhaul the federal coal program, challenges to proposed new coal plants, and the impacts of climate change on water resources. He also helped manage NRDC’s urban climate preparedness initiative.
As a former reporter at Fortune magazine, Theo has worked with the financial community to raise awareness about risks posed by climate change and opportunities in clean energy investment. Theo holds a bachelor’s degree in English literature from Middlebury College and a master’s from UC Berkeley Graduate School of Journalism. He serves as a trustee of Rockefeller Brothers Fund and the Trust for America’s Health, which he also co-founded. Theo previously served as trustee and president of the Rockefeller Family Fund.
