Regional Plan Association (RPA) is proud to welcome five new members to our Board of Directors. They represent a diverse set of industries, from infrastructure development to technology to consulting, but share a common interest in ensuring that our region is as prosperous, sustainable, and equitable as it possibly can be. Peter Cipriano, Senior Vice President for Project Development, ASTM North America
Mr. Cipriano leads the development of complex multi-stakeholder infrastructure projects at ASTM, with an emphasis on rail, transit, and transit-oriented development opportunities. He previously served as Senior Advisor for Infrastructure to the U.S. Secretary of Transportation, where he oversaw the Department’s credit programs and all aspects of mega-project development. Prior to that, Mr. Cipriano served as Senior Advisor for Policy & Infrastructure at the Federal Railroad Administration (FRA). In that role he oversaw all elements of project development in the national rail portfolio from greenfield developments to state of good repair and system expansion projects. Mr. Cipriano served on the board of the Washington Union Station Redevelopment Corporation, the Northeast Corridor Commission, and the Amtrak board of directors. He holds a BA and an MPA from the City University of New York and is completing an MBA from the Ross School of Business. He is an active member of the Citizens Budget Commission, the New York Building Congress, and his community in Bay Ridge, Brooklyn where he lives with his wife and son.
Jeremy Goldberg, Worldwide Public Sector Director of Critical Infrastructure, Microsoft
Jeremy M. Goldberg is the Worldwide Public Sector Director of Critical Infrastructure at Microsoft. Prior to Microsoft, Jeremy served as the Interim-CIO at the State of New York and also the Deputy Secretary for Technology and Innovation where he led the state’s IT organization through the first wave of the COVID19 pandemic. Prior to New York State, Jeremy served in technology leadership roles in the Mayor’s Office’s in New York City, San Francisco and San Jose, California. He has been featured in the Wall Street Journal’s CIO journal, published columns on the topics of Digital Transformation, Strategic Investments in Technology in NextGov, Government Technology and State Scoop and is the recipient of several public sector fellowships and is currently a Senior Innovation Fellow – Data Smart City Program at Harvard’s Bloomberg Center. In 2020 he was recognized as #2 in City and State New York’s Government Technology 50. He is a graduate of the University of Texas-Austin, and received his Masters from the University of San Francisco. He and his family live in New York.
Carley Graham Garcia, Head of External Affairs, Amazon
Carley Graham Garcia is Head of External Affairs for Amazon in New York. She is responsible for community engagement across New York City, within Amazon’s Public Policy team. Carley has spent over 15 years in the tech sector in the New York City region. Prior to Amazon, she ran the entrepreneurship center of a state university and was focused on workforce development and diversifying the tech talent pipeline and start-up ecosystem. Prior to academia, Carley spent over a decade at Google New York in both business and public policy roles. In her personal time, she sits on the Board of the Hudson Guild, a settlement house serving New Yorkers on the Westside of Manhattan. Carley holds a BA from Georgetown University, a MBA from New York University’s Stern School of Business and a MPA from Harvard’s Kennedy School of Government. She lives in Montclair, New Jersey with her husband, son and daughter.
Todd Schwartz, Managing Principal, Manhattan Technology and Practice Groups, Americas, Cushman & Wakefield
Mr. Schwartz oversees the operational functions of the global Corporate Occupier & Investor Services group focusing on the coordination of Legal, Human Resources, and Administrative requirements of the service line as well as business planning, marketing, communications and associated administrative functions.
Mr. Schwartz joined Cushman & Wakefield in 1999 in the Human Resources Department, with a primary focus on Facilities and Property Management outsourcing and employee relations, and subsequently transitioned into Corporate Occupier & Investor Services in early 2003 to provide operations support in the U.S.
Mohinder Singh, Senior Manager, Infrastructure & Capital Projects, Deloitte
Mohinder Singh leads Deloitte’s Infrastructure and Capital Projects Practice in New York. Mohinder has over 20 years of experience in the construction industry managing and leading large teams providing services across the full life cycle of capital programs Prior to joining Deloitte, Mohinder was a Senior Manager in EY’s Construction Advisory practice. Mohinder specializes in leveraging the usage of systems, tools and technologies to optimize delivery of large capital programs for both public and private sector clients. He has provided capital project advisory services to several Northeast, NYS and NYC agencies including MTA, MBTA, NYSOGS, NYC DDC, NYS School Construction Authority and NYCHA. Additionally, Mohinder has extensive Program Management experience and was a lead program manager for a NYC based CM firm.
