The Second Regional Plan has benefited from the advice of the Committee on the Second Regional Plan and Regional Plan Association’s Board of Directors, but it remains at this stage a staff document.
While it is the work of the entire Regional Plan Association staff and several consultant groups, it finally had to be the words of one person, in this case, William B. Shore, Information Director.
