Linking Skills, Jobs, and Housing in the New York Urban Region

Regional Plan Association conducted this study for the National Committee against Discrimination in Housing over the two-year period 1969-1971 to test the hypothesis that city residents were being deprived of needed jobs and that manufacturers were searching for workers because factories have been moving to the suburbs and factory workers - barred by suburban zoning, public housing policies, and discrimination against blacks and Puerto Ricans - have had difficulty obtaining housing outside New York City.
